Human Rights was only mainstreamed in the USA by Jimmy Carter - ever so briefly. Western Europe, meanwhile, still had a raging ethnoreligious conflict (Ireland) and several dictatorships (Salazar, Franco).

Well, sure. Any civilization also had rights charters. In my part of the world, even the Buginese had their own code endowing rights to prisoners, for example. But no, none of those you mentioned are conceptually like human rights that we know now
