    I argue that we should re-invent local citizenship to make it less about the stratification of money and geography and more about values like equality. Make more room for more neighbors.

    BUT, in this piece I argue that local citizenship simply replaces one stratification (nationality) with another (money). To have local citizenship, you must acquire local residence, and thanks to local zoning laws, acquiring residence takes MONEY.

    In an age of nationalist demagogues, lots of people are looking to the local as an antidote to reactionary nationalism. Local citizenship seems more cosmopolitan, more inclusive, e.g., "sanctuary cities."

    So my advice to local governments, if you want to make the case against state preemption, is to do something different that all the other cities aren't doing. Like, I don't know, allow some apartments.

    Go to any city council meeting in California where something new for the city is under discussion. A flavored tobacco ban is a timely example. Every staff report and every meeting will spend significant time discussing whether and how other cities do that thing.

    And because cities are all doing land use the same way, you're creating massive statewide problems that require statewide intervention. If you weren't ALL banning apartments and ALL banning ADUs, there would b less justification for state preemption.

    The central problem with "local control" of land use is simply this: you're all doing things the same way. There's no local diversity or local knowledge. There's no added value to local control. It's just an excuse to deny housing.

    The fact that several legislators voted against even though they're termed out and unlikely to run again shows this isn't about them being beholden to NIMBY homeowners - they ARE NIMBY homeowners.

    After the problem was solved, I had to walk on eggshells around management for fear they would refuse to renew the lease again. Now I have peace of mind. This is the kind of perspective a renter can give legislators that homeowners are kind of detached from.

    As an example, a few years ago our landlord decided not to renew our lease because we'd had a few disagreements with them. Nothing major, but they wanted us out. W/o just cause eviction, we had no recourse. I was lucky to have some connections who helped me out.

    When people say "housing is a right, not a commodity" they mean that commodified housing shouldn't be provided for NEW people. They themselves continue to participate in the housing market ofc. So this is another form of nativism - commodity for me but not for thee.
