Some BIOS/UEFI implementation did not handle the case that fTPM is powered off without saving its state. We found the same vulnerability at dTPM last year. It seems that the TPM code of the firmware is shared for dTPM and fTPM. :)

what about turning off TPP in Administrative Tools?

You mean turning off Intel PTT? That could be a solution. However, the better one is using Intel PTT with the PIN. :) If you don't use Intel PTT, you have to use BitLocker only with the PIN or USB key. Those are less secure than a dTPM and fTPM. :)
