It could get tricky judging though. If you went to a good school on a full scholarship does that score higher or lower than going to a state school while working as a waiter?

the bigger structural issue is that California municipal finance is so messed up from multiple ballot initiatives & court rulings that you’re either in a budget crisis with close to $1B deficits every year or a massive displacement crisis. Ed Lee chose to fill the budget hole.
