I feel like this has become a staple of the government playbook at every level...avoid spending on expensive-but-worthwhile causes, then just twiddle your thumbs until a non-profit comes in and raises the money to "solve" the problem. Govt congratulates self, moves on.

the most damning part is the stuff city does approve to spend on, which isnt bad or anything but i wouldnt call it 'necessary expenditures' relative to homelessness/housing needs

I agree that the city needs to prioritize spending. Props J and K were separate, so people voted to create a fund for homelessness and transit but not to fund the fund with tax revenue. And they voted simultaneous to ban tents, when no funding would replace them with housing.

A significant difference is the accountability measures for the org vs the city policy. I would guess voters are justifiably skeptical that more government money will be helpful, given mismanagement.
