If I ever ran a campaign, I'd have the entirely too frank slogan of, "Let's... Prevent Things From Getting Worse...." But somehow, I just don't think this would resonate with people.

Well, what you're articulating is something I've seen and thought a lot about: that sometimes the best *policy* approach to a problem may be defensive, but that the winning political message is about some proactive change.

Put another way, there's *always* a structural political benefit to focusing on change. Why? Because it's fundamentally easier for people to imagine a hypothetical better world, but the present and past are always contextualized with the *actual* costs of implementation.
