Money is fungible, so the "social housing" subsidy doesn't have to come from new office development. CA currently gives sizable tax subsidies to landlords (interest & depreciation write-offs, tax-free exchanges, etc), which could be redirected to building new housing, for example

2/ Also somewhat disagree with premise that communities might 'come around' with a larger "social housing" component. The state bulldozing single-family 'hoods is/was a real problem. Confining state-sanctioned new upzonings to commercial *and* transit corridors might work however
