I knew people who did the Sacramento to San Jose commute. It’s terrible and nobody wants to pay employees enough to live in areas they work in because ~capitalism~

Existing voters don’t want to tax themselves more so they approve office space in order to generate tax revenue from that to offset the liabilities. That in turn brings more employment but there’s no housing, so that creates a property boom that also happens to

So essentially a failure to approve more taxes may lead to more fiscal emergencies such as the one Moraga is experiencing through out the Bay Area?

Yes there will be more fiscal emergencies. Especially in the next recession.
