In the tenant movement, opposition to Prop 13 has been a given for 40 years. It was supported by the realtors and landlords, however. Howard Jarvis was the lobbyist for the LA apartment owners association.

Pied-a-terres should be taxed to the point that they don't make sense. Also, end the mortgage interest deduction for second homes.

Once upon a time I suggested that second homes in places with housing shortages, the tax should be 25% of value. We might have to do it as a fee to get around Prop 13, but it could be done. It wouldn’t stop the really rich, but the affluent couldn’t afford it.

Well I can tell you that MID was cut from $1M to 750K in the GOP tax plan and home prices (but not condos!) have gone up by $100K in the last quarter alone in SF.
