If there were a local tax credit to landlords for renting to a tenant, and again for keeping the same tenant in a unit more than a year, would it add incentives to rent only to well-heeled, well-documented tenants, or might it persuade some LLs to open up vacant units, or both?

I would think both. I don't see how it would work differently than Section 8 in:re discrimination although I'm hoping after the successful court decision Tenants Together filed an amicus brief for, upholding SF's anti-Section 8 discrimination law, that cities can do it statewide
