AFAIK, there is NOTHING in SB827 that mandates a trade-off of higher density in urban/suburban core with reduced building/sprawl or preservation of open space in the rest of CA. NONE. CA developers will continue to build EVERYWHERE as long as there are roads & highways nearby.
