Well, first I suspect her video made before amendments, but also the bill certainly promotes more luxury housing and condos, whether you call it "high rise" or not. Also, defending "flat" yet exorbitant out-of-reach condo prices is no path toward real affordability.

Do single-family homes produce affordable housing? No, they just sit there and accumulate equity. https://www.bloomberg.com/news/articles/2018-04-09/home-values-are-rising-by-800-a-day-in-san-jose … But approving market-rate housing cross-subsidizes affordable housing if you have an inclusionary req. Not enough, but more than would otherwise happen.
