I am really curious why you think pointing out that rents and evictions decreased made his response divisive?

Because its not acknowledging the concern that development drives displacement, nor does it directly address that displacement nor protections for it. Its like that Katrina example. "People need blankets and boars!" "Lower carbon emissions and global warming will be lessned!"

This confuses me. Acknowledging that evictions and affordability is a problem and that certain policies seem to reduce evictions and rent prices is responding to people's concerns about displacement and affordability. Right?

Yes but not. It is a long term aid, not an immediate aid. Like telling someone with a broken arm to give up smoking for their health.

So, your problem is that supporting the building of housing now does not immediately help specific individuals who are getting evicted in the near term?

Yes. It looks like this is the conversation: YIMBY: "We should build more." Tenants: "But then we get evicted in the short term." YIMBY: "But in a decade you won't get evicted." Tenants: "But we're getting evicted now!" YIMBY: "But we need to stop evictions later!" (repeat)

That runs contrary to 8 years of evidence showing in the years when we didn’t build a lot we had rent increases and more evictions, and in the years when we built record amounts we had rent declines and fewer evictions. It’s *immediate* help, not help a decade from now.

Unsurprisingly, I do tend to agree with this criticism. But, this is also an example of the kind of arrogance that Joe is talking about. It’s possible to prioritize empirical analysis and be humble about the conclusions.
