In the absence of the US being able to achieve anything close to what Scandinavian countries do in terms of their social safety net, what would you recommend cities, which have no domestic border wall or migration controls, do?

That's exactly how you do it. We used to have no homelessness in Sweden for this reason. The first problem in the US is that we pretend that States and Municipalities are responsible when it's obviously a national and to a degree a global issue.
