actually it provides 6 financing models and also the authors have made it extremely clear that self-financing plans are NOT intended to dissuade additional subsidy but to refute common BS myths about social housing.

It became associated with black ppl when funding for upkeep was dramatically slashed and white ppl were offered FHA loans to move to the suburbs, loans which black ppl didn't have access to. this is a widely ahistorical assessment of public housing in this country.

It's more than appropriate to discuss the inherent racial discrimination of welfare programs past in this country. But the idea that expansion of the welfare state in any capacity should not be pursued b/c of racist white ppl is an underwhelming argument.
