(1) if you talk to left-leaning/green EU politicians, then what Ben says “That same interconnectedness means that if you make laws about data in the EU, it'll have implications for data pretty much everywhere” is the intent. they want GDRP to be global standard.

(2) if you look into global shipping, product standards then this type of playbook succeeded. if you are factory outside of the EU, do some imports into the EU, then you comply with the most difficult (EU) rules. left-leaning/green EU want to repeat this playbook with data.
