You are right, ideally. But if vouchers help people keep/secure housing, I am ok with the capture at least in the short term.

even w/out changing land value capture, a big issue w/vouchers is achieving more supply elasticity & cost control, w/out which voucher subsidy tends to be captured by landlords & drive up rents for non-voucher holders.

Been concern since beginning (70s). Concern makes more sense if made program universal & didn’t spatially deconcentrate it. Could see ++ neighborhoods with high % of units vouchered. Evidence thus far suggesting rent effects not very convincing. Need to control for unit quality.
