I am not seeing how it’s libertarian. It’s saying, “hey cities, we the state government are telling you allow the building of housing near public transit so poor people aren’t pushed out to far flung suburbs to commute”. The type of housing to be built is still up to cities.

Meant to say “neo-liberal”*. How is it neoliberal? It’s not advocating any market solutions. The type of housing is moot. It’s just saying housing needs to be built and where - that’s big government, Democratic ideology through and through. To oppose it is to be conservative.
