London has 800K social housing units out of 4M housing units, but no rent control. SF has rent control and 30K deed restricted housing units out of 380K-ish. But also their city is co-located w federal govt so it’s easier to get city focused policies, infra supported at fed level

They also have a more sophisticated conversation around land scarcity because they’ve been dealing with it centuries whereas it’s more a novel concept in coastal California, only a few decades old.
