aren’t cities supposed to be run for the benefit of citi-zens, not to maximize profit?

It'd be interesting to find out how much Silicon Valley has rezoned housing development sites into office. The state didn't find a strong correlation between Prop 13 and rezonings: http://lao.ca.gov/Publications/Report/3497#Does_Proposition.A013_Alter_Local_Government_Land_Use_Decisions.3F … Much of downtown SF is mixed-use, allowing office and housing

San Jose is highly sensitized to it. http://www.sanjoseca.gov/DocumentCenter/View/43561 … Hence, them agreeing to let Google add 20,000 workers downtown. https://www.mercurynews.com/2018/02/19/voters-back-google-village-in-downtown-san-jose-by-big-margin-poll/ … Seriously... it's all super insane in aggregate.

Unfunded pension obligations + generous unfunded subsidies to public health and education + permanent property tax break == 9%+ income tax + 7%+ sales tax + unaffordable housing. Killing Prop 13 (which needs to die) only works politically in conjunction with lowering income tax

It is more progressive to do that. Housing is one of the biggest issues in California
