        Not sure I agree: Democracy is premised upon deliberating and coming to a consensus. "Power is power, Lord Baelish." Cersei Lannister In economics esp, the powerful (wealth/land/banks/biz) rarely concede anything. In the recent US Tax Act all the power groups were made happy.
