This is different though as with eCPM, you’re essentially gambling in terms of the price you pay. So it doesn’t equate to this radio rule. Perhaps in future, political ads will be forced down R&F route with fixed, predictable pricing.

I don't think she's saying the laws governing political advertising prices in other mediums apply here. I think she's saying that SOMETHING similar to those regulations should exist for Facebook, etc, ads, something with a great deal of transparency. I could be wrong.

you'd have to get FB to charge a standard CPM regardless of performance, but how would you enforce outside spending? what I mean is, any schmo can hop on FB and push out propaganda

"For the same classes" - my understanding is that TV ad pricing is about whether the hypothetical viewer watches a lot of tv or not.
