This post seems to make a lot more sense in the context of Southern California than it does in SF/Oakland. Rent control initially started as a temporary measure, and then it became permanent and then it went from 7% per year, to 0.6*CPI.
Thst could be. I am talking about general policy design, and how rc works like any other price control. It is not a good good to make them permanent. Once they get that way, I don’t know how you fix it.
I wonder how Germany handles strong RC and is able to build or construct new housing. In SF, it's basically not ethically moral at this point to strip RC because there are enough middle- and low-income renters dependent on it. It's effectively permanent in SF/Oakland.
If the ceiling is loose enough, it shouldn’t be a disaster.
ours is 60% of CPI. No way in hell anyone is touching that. Rents decline in real economic terms if you have rent control here.
But with vacancy decontrol the actual upside is enormous.
