Thst could be. I am talking about general policy design, and how rc works like any other price control. It is not a good good to make them permanent. Once they get that way, I don’t know how you fix it.
I wonder how Germany handles strong RC and is able to build or construct new housing. In SF, it's basically not ethically moral at this point to strip RC because there are enough middle- and low-income renters dependent on it. It's effectively permanent in SF/Oakland.
Me thinks the crucial stuff is mentioned at the end: The market never provides for the bottom (quartile, more?) of the highly stratified society. Only the state will. But economic inequality leads to greater political inequality in which those who need, have less power to get.
