It's a humanitarian matter. The situation of the last 35+ years is unacceptable. If the city does not have the power to do this humanely, then we should focus our energies on Sacramento.

I don’t disagree for a second. I just know the law I have to follow and do so. I think we have some mutual friends in Sac who could find out
