NYC's shelters are concentrated in the Bronx and outlying areas of Brooklyn/Queens so they are out of sight, out of mind. SF's services and facilities are largely located downtown, adjacent to the retail & business districts.

It’s not that we’ve chosen not to provide a right to shelter. We can’t. The law doesn’t allow us to because we do not have extreme weather like NYC and other places with “right to shelter.”

People can change the law. But the legislative process didn't change the law in New York, a judge did.

Ovciously the right to shelter is a major driver. Also, if my land use policy class from 12 years ago is still right, don't local governments have more power over land use on the east coast? And finally, a lot of folks make their way to CA while homeless or end up homeless.
