The collateral needs to be far better than muni bonds in order to attract intelligent investors! Perhaps a land-backed token can be offered which aims to develop underutilized city land or privately-owned land near mass transit.

Even if the city does not create such a token, it can be organized by the local community. Key to the success a housing-creation token is that it also funds pro-housing activism and education.
