Evidently you can’t build into the middle of a gold rush. Contractors are busy and everyone want a big cut. Rents get pushed beyond what all but the richest can pay. Need to try to incentivize moving construction into slowdowns/recessions.

Costs will only go up. SB35 requires prevailing wage rates. Not uncommon to see man day rates easily go up $250-$300 per worker per day.
