        Indeed. And preferably spread the costs of affordable housing more broadly across the tax base than IZ (i.e. all current residents & businesses, not just new residents).

        The former will most likely be built and owned by a non-profit while the latter by a county or city government. The affordability deed-restrictions on the former will expire after 35-55 years.

        Inclusionary isn't the silver bullet, but this is way too small sample size to come to any conclusion. Can't single out this one factor when you can only look at a single year, and inclusionary has worked in other markets.

        I agree. Inclusionary requirements are bad. They are a direct tax on new development. A better option would be a stable tax paid by all residents.

        An inclusionary bonus would also be good. Tax abatement, increasing density, etc. in exchange for on-site affordable homes
