      Scott, I agree it IS fascinating, but you STILL haven't answered the Crenshaw Subway Coalition's questions about how SB827 will incentivize development in communities that those communities can't afford, with an ensuing effect on property values that will incentivize evictions.

      You can't just keep assessing benefits in statewide, speculative projected aggregates. Look at localized impacts for people who don't want to be forced from their homes or want to afford new units in their neighborhoods. What is your solution?

      You are upzoning communities with VERY different racial and wealth profiles. It doesn't take a PhD to know that the impacts will be disparate. What, specifically, are you putting in this bill to address that?

      Because until you figure that out, your bill will be rigorously opposed both by exclusionary Marin types (for illegitimate reasons) and the people who have been hurt for generations by their exclusion (for legitimate ones). Think about that.

      breaking the alliance of convenience between those two groups will require dealing with the possible disparate impacts forthrightly. there's a subset of people who simultaneously believe the big picture need to pass SB827 and yet oppose it for that reason

      What amendments would you suggest that would account for disparate impacts? Would have different triggers for different area median incomes -- ie... much stronger override if the community has a median income that is greater than the state average. Looking for ideas here....

          I'm not sure TBH. How about just limiting it to owner occupied for 5 years prior to planning application. Let's work to dislodge exlusionary home voters who are stopping apartments of all sorts from being built.
