Yeah, winning a local fight against homeowners in the burbs is unlikely. You have to either coopt some of them (if people want to sell, upzoning might help them) or kick zoning decisions to a less-local level.

Also density in non-streetcar suburbs is a recipe for more car dependence (emissions, cost of living, inactivity, etc). By suburb I mean a place far from jobs.
