yes and if people want it ended, then there are probably enormously large things that have to be moved at the federal & state level. It's like there's a big hole in the bottom of the ship, and we've given cities a tea cup to bail out the water.

there's a Russian saying: Pray to God, but keep rowing toward the shore. Likewise, we think cities should tackle houselessness as an emergency and unacceptability, as if prayers to State and especially Fed may never be answered, and should never distract from rowing.
