that's fine! I think he's extrapolating the spend on HUMS on "high users of multiple services" to all of the population counted as homeless, which is not true.

That number is the SFCC general fund spending on homelessness, right? Not state and federal funds, nonprofit budgets, other charity, medical expenses and uncompensated care that don’t show up in general fund, etc?
