      Utah has substantially lower land costs, which makes it cheaper to acquire or create shelters or low-income housing. @susie_c knows more.

      When I was there reporting, I visited a supportive living facility that's right next to an elementary school. They got a lot of pushback but the developers just persisted in going to every single community meeting & speaking with neighbors.

      Ultimately it was approved and now there's no apparent acrimony -- at least none I found in that reporting, speaking with locals. Very different general attitudes about community in Utah, though, and a broadly more homogenous population.

      Personally I think those different social and community expectations are bigger blocks on enacting Housing First policies in California (where the experiment first started in L.A. in the 80s!) than high land costs.

      what is different about our social & community expectations in California and why do you think attitudes are so different here? Did you feel any impact of the church in this?

          Yes totally. Utah was founded by a bunch of ppl who banded together and felt persecuted in a brutal environment; CA was founded by a bunch of ppl who came here to get rich. We're much more individualistic. The non-religious SLC developer from that piece --pic.twitter.com/s0TJvPB9yv

          There's also the direct influence of the church of course -- the guy who made Housing First work in Utah was previously head of resources for the LDS church, and the community homes benefit from a fair bit of volunteer congregation labor.
