I'm curious why they didn't go the payroll tax route and instead chose the charitable donation route, which is so indefensible from a progressive perspective.

OTOH, if it forces Congress to require the value of "charitable tax credits" like the college scholarship credit already existing in CA or private school credits in other states/treat it as income, then that is a good thing
