That is simply not true. Prop. 98 sets a floor for the % of revenue we must spend on education. @JerryBrownGov passed an initiative after the recession to restore public education funding to at least $11K per student.

Yes, there is a floor. There is no ceiling. Spending on education continues to climb. This is not a spending issue.
