why would they sell? They could just obtain a HELOC in order to finance another ADU and then earn rental revenue from it once it's completed?

That assumes good credit and time and administrative energy and training and logistical preparation to run a construction project, and willingness to then become a landlord.

True. The trade-off if friction isn't reduced to this route, is ... this is probably the best source of "naturally" affordable housing, as opposed to developer led projects & more expensive construction typologies.
