Depends on how it's implemented. If it was a full repeal like they are asking for, then, yes, it would suppress supply.

Why is that? Is it that rent control will lead some landlords to get out of the business because they can't make as much money on their properties, or it would reduce building, or both? Do we have evidence supporting that?

if it's applied to new construction and not just construction before some date like 1979, it might depress new construction. This is a paper on SF rent control, which doesn't apply to new construction. http://conference.nber.org/confer//2017/PEf17/Diamond_McQuade_Qian.pdf …
