It's more about the structural type than the date, but 1970s wood frame (i.e. 4 story) buildings are not necessarily safe. Soft story buildings usually have a first floor garage, and are dangerous because there's no lateral bracing or structure outside of the exterior wall.

I read somewhere that safety standards were _relaxed_ post 06 quake to help accelerate rebuild in face of competition from LA. Any idea if accurate? Am living in 10 story 1926 apt bldg w/ basement garage in Nob Hill, and wary of its integrity in big one
