the model im familiar with is they offer extremely (3-10x book value) buyouts to people in buildings they wanna demolish. downside is new housing is often in much more remote areas, upside is its way way bigger and more valuable.

Tearing down 100-yo bldgs is a non-starter, even in name of more affordable hsg. But it's all moot b/c funding gaps are insurmountably high.
