That would presumably lower property values in Los Altos by the same amount that it would raise them in Los Altos Hills
Although tbh I'm skeptical that it would do anything at all to property values. Who cares about zip codes? It would only be relevant to somebody who's doing valuations automatically, like appraisers for banks, and I doubt mortgage contingencies are sinking deals around there
