Good question. Getting out of my depths here but if I remember correctly there is a State law that gets at JPA formation based on agreement amongst the parties forming the JPA. There is probably more to it than that though.

That’s right. State law allows for the formation of JPAs. The parties (joint partners) enter into a contract agreement, and then so on. Not clear to me what the right entity for this is; maybe not a JPB.

Easy peasey. It is not much more complicated than a JV in the business world. Two or more govt entities just sign an agreement - they decide who runs it and which powers it has.
