After Feinstein floated the idea in 2000, the commission undertook a 2-year study of its costs. It concluded that building a bridge from Highway 238 in Hayward to the Peninsula would cost $8.2B... cheaper than a new BART tube to SF but still costlier than the Bay could afford.https://twitter.com/ctuan/status/938523236802768896 …

What’s the problem that another bridge would be trying to solve? It won’t be congestion relieve - see induced demand. Next Bay crossing should definitely be transit, which would add more capacity to the corridor than an auto bridge anyways.

I’m more pro-second transbay tube/tunnel over a bridge. I want redundancy for BART.

Oh I have a question. Was is the cost-benefit math or modifying BART to be standard gauge. I mean 9.5 inches wider is just, uh, 9.5 inches wider right? Lol. I know this is gonna get a crazy response.

Non-engineer answer: shut down the system for a couple years, rip out all the track, and buy all new cars (retrofit sounds crazy). Would have marginal cost savings for future rolling stock procurements. Bad deal if you ask me.

So building a second tunnel both systems (standard Caltrain) and non-standard BART is cheaper??

There’s a lot to figure out with how/if to make second tube work for everyone. For example, beyond track gauge it’s also overhead catenary vs third rail vs maybe diesel (Capitol Corridor)? For now the project is all things to all people. At some point there’ll be tradeoffs.

How can it be moved forward? Does something need to be on the ballot next year or in 2020?

My two cents: resolve governance questions (is it an MTC project? A BART project? A new entity? Other?), fund environmental/engineering analysis to get moving on CEQA/NEPA, begin building up construction funding. Have to balance ballot measures with RM3 and others out there.

Some of it can also be done legislatively/through a JPA to get started as the political/ballot timing questions get resolved.

Find think tank/university/etc to look at cheaper/faster similar projects worldwide. We have to do better, for itself & as example.
