My two cents: resolve governance questions (is it an MTC project? A BART project? A new entity? Other?), fund environmental/engineering analysis to get moving on CEQA/NEPA, begin building up construction funding. Have to balance ballot measures with RM3 and others out there.

Some of it can also be done legislatively/through a JPA to get started as the political/ballot timing questions get resolved.
