As you know, Jen Friedenbach isn't a technocrat by choice. She makes presentations in phrasing she believes her audience is willing to hear. Nobody speaks in terms of coordinated entry best practices by choice. OTOH, a bad coordinated entry system is worse, so whaddaya gonna do?
