Every time, we return less than the retirements funds' boards said we would, we take it out of the current budget, which undercuts what we can offer to current and future residents, city employees. I mean... most people tend to normalize things getting worse, but if it gets bad enough, maybe the crisis will create a catalytic political opening?

Is it possible that Prop 13 and catering to home-owners has doomed us? I mean, there might not be any legal solution if CA can't reform or repeal Prop 13.

I've heard her make this rant before in real life in a different meeting around teacher housing. And she did rail specifically on market-rate housing that time.
