I just don’t remember racism or not wanting to fund diverse public schools as being a reason for Prop 13. It was all about people being able to afford their bills. “Racism” seems a bit revisionist history.

Racism as a political motivator in recent CA history seemed to gain speed under Pete Wilson and some of the Props back in the 90s targeting affirmative action. As I recall anyway.
