CA cities are often basing development policies under the assumption that the tax structure favors office over housing. While retail & manufacturers who pay sales tax generate good city revenue, office for software is not so clear. And new housing pays hi property tax.

Retail is not going to be able to pay going forward with Ecommerce cannibalizing ground floor revenues. Cities will need alternative to sales tax revenue.
