Other countries have longstanding, multi-decade (or multi-century-long) cultures of priding themselves on having competent bureaucracies. We’ve been alive long enough to only know a national culture that derides & undermines this.

Anyway I’d say India is not the most relevant comparison for what’s possible in the US. Seriously talk to anyone from an EU country, Japan or the UK. They find our system Medieval.
