You
can’t
create
mass
public
housing
without
reforming
the
underlying
property
tax
law
embedded
in
the
state
constitution
for
which
no
one
has
figured
out
the
coalition
because
the
majority

of
voters
who
turn
out
in
this
state
are
homeowners
not
tenants.

it
would
require
a
2/3
supermajority
by
law
to
change
the
Constitution
in
CA
not
a
simple
majority.
