state
constitution

which
no
one
has
figured
out
the
coalition
because
the
majority

@uhshanti. The point is there is no realistic funding mechanism in sight unless they have some magical tool to convince 2/3s constituents across CA in majority property owner (and often far more conservative) districts to vote against their own financial interests. - 1 more reply
